how do i install programs in my Windows Mobile 6 phone, i have installed activesync 4.5 but at the Add/Remove programs button there is no install feature, i can only remove programs from there!

I have a laptop with a cam built in. I've used it with Yahoo Messenger to broadcast video to other Ymessenger users (mainly myself while I'm away. Using it to watch my puppy). How do I set up my laptop to broadcast video and audio to my PocketPC Windows Mobile5 phone? I'll take just video for now if that is my only option. Thanks.
